Not if you believe this isn't a free and informed decision made by the child. And as someone who has litigated numerous custody and DSS cases in family court, I'd bet the farm that this kid, and almost all others, don't have the mental capacity to make that determination. And if the parent is forcing or pressuring the child into making this decision, knowing full well the potential future consequences, that constitutes abuse imo.
