Impossible. They had to have made the bust out in the desert with a group of illegals. Port of entry busts are "fake news".

Transporting 1.7 tons of meth in the same shipment seems like a very methy thing to do.

Good thing we've been throwing trillions of dollars fighting the drug war since 1972. Any day now we will see returns on the investment. Decreasing busts instead of ever higher records set.
