Can a typical citizen legally buy and drive a used tow-truck? If so, seems like you would be one knock-off uniform away from some serious profits.

You're right. They steal cars from gas stations too. Anywhere someone leaves the vehicle.

Yes.
My sister-in-laws car was stolen in her driveway in Baton Rouge and insurance covered it. She had her keys in the center console (behind their driveway gate, which they opened).
ETA:
Funny part of this story is when they found the car abandoned and stripped down in the woods outside Shreveport, the car had been hotwired (older model Honda) and the keys were still in the center console
Insurance covered it before that though while under the impression they found the keys and stole it that way.

and now that I live up in CenLA after growing up in NOLA... some people wonder why I always lock doors and have my keys on me at all times

A lot of policies have exclusion clauses that explicitly states will not cover for theft when keys left in or on a car. Better start reading that fine print.

baw might want tell the cops the keys must have fallen out of his pocket on accident somewhere for insurance purposes
