Employers that say, "Get a competing offer in writing" are dumb as hell.
If you're pushing your employee to get an offer in writing, then you're asking them to go through the hiring process. If they go through that process and get a better offer, then they would be silly not to take the offer.
At best you'll match it, or barely go over it. That just signals to them that you could have been paying them that all along, but chose not to. It's in their interest to leave and get what they deserve by someone that isn't taking advantage of them.
If you REALLY want them back, you'll double the offer.

I agree jumping from a place where you have that kind of presence for a few grand is shortsighted for many positions, but when you're a career assistant with presumably no or limited track for advancement, it's a no brainer to go after every dollar.

That can be life-changing money especially if someone isn't highly paid. That could be a cheap vacation, better food at the grocery store, the start of an emergency fund, the ability to get dental work, etc.
