Not evidence of your mudflood conspiracy.
The streets around there were steep - to the point of being 12 degrees, Too steep for continued development and street cars. They regraded that area to a 7 degree approach, then built out a new lower level for historically significant buildings.
This was not necessarily common, but it did happen in several cities with steep hills in the early 20th century.

This article describes the work done. It was not the entire city of Omaha that had it's streets lowered. Not even close. Just one area where the streets were too steep for traffic.

Look down the street and you can see the very steep hill that was "leveled".
Certainly not a 20 foot deep "mudflood". lolzzz
eta-Pic from OP. Look way down the street ahead of the construction train and you will see the rest of the city is much lower than where the work is being done. The OP ignores this, just like all other evidence however. I wish I could suspend reality like that now and then.

The hill was leveled on orders of NASA. You see, the peak of the hill was tall enough and the atmospheric pressure was low enough on the winter solstice that you could see the ice wall from it.

Na, no way railroads can be laid that fast. It takes decades. I'm sure OP has a link for us for that as well.
