I would think it's okay to start early on the week days when it came to cutting grass. People are already up for work, kids go to school

I don't cut wet grass.
I'd like my neighbors to abide by 0800 weekdays, 0900 on Saturdays, but 0800 on Saturdays won't annoy me too bad. I'd give a neighbor that maintains his yard himself, more leeway. If it's a crew, come during business hours.
My neighbor did have his crew start cutting before 0730 on a Saturday a couple of times. I called him because it crew started making noise at 0700. His wife was pissed too that they were getting woken up on Saturdays. 0730 meant the truck was arriving at 0700 and the yard crew was clanking and banging ramps and milling around. 6-7 guys, 2-3 zero turns, 2 weed eaters, 2 blowers. They wouldn't fire up until 0730, though. Well, he told them afternoon only and now it's peaceful on Saturday mornings to about 0900 again.

I usually wait until 11am. Grass has dried, humidity has dropped and intense heat hasn't set in yet.

I almost always mow in the mornings; yes the grass is a bit wet but in Florida there's a better than 50/50 chance it will rain every afternoon.
I start at 7 AM; my neighbor is OK with it...he's a Vet too so we're both up early.

When it's 95+ degrees during the daytime, I'm good with folks mowing their grass as early as they need, and I'm going to do the same myself.
However, like another poster said, it is better to mow the grass when it isn't wet, and easier when it's a push mower, so I tend to find myself still sweating like a dog in the heat rather than early morning start.

Our municipal noise ordinance says 7am weekdays, 8am weekends. I suspect that is pretty standard. I usually wait until 9am to mow, to make sure all the neighbors are up.
