I'd give the slight edge to Monroe. Better restaurants and nightlife. A state university. Neither is going to make you think of NOLA or even Laffy, but for all the hate they get, neither is a terrible place to live, either.

Monroe isn't bad. Alexandria looks pretty depressing.

I have lived in both and found both to be nice places to live. They are very similar in character, but I would give a slight edge to Monroe, as it is the larger of the two and that gives you a little more variety in restaurants and other entertainment.
