Monroe's bad (looking at you, Booker T) but not #1 bad. State Farm and the Guide plant leaving didn't do the economy any favors and when CTEL/LINK eventually leaves (30 seconds after Glenn Post steps down as CEO), it's going to be irredeemable.
Looking back, I think the real beginning of the hard downward slide was when Abe Pierce became mayor. Nothing good has happened since then.

Monroe’s last chance at redemption was Melvin Rambin but his untimely death after less than a year in the mayor’s office put the final nail in the coffin.
