Monroe thrived when Jack Howard was mayor -- Civic Center, lots of local businesses (including his own), and State Farm, Malone and Hyde, and Twin City and later Pecanland attracted the typical 1980's spending spree folks.
Bob Powell was not a bad mayor, either. He definitely kept Monroe a float.
Mayo, whether black, purple, white or teal, has been an awful mayor for that area and a very underqualified one. He is the black version of Tommy Carcetti in The Wire. No one in 1992 would have thought a black democratic councilman would win in Monroe.

There used to be a ton of Italians in Monroe but I'm not sure how common Greeks were.
