Important details in the article for those glancing over the thread. Mom knew kids couldn't swim or swim well.

Almost unbelievable that all 3 drowned at the same time. I could understand it if they were in an ocean. What a sad situation. She had to have been high or drunk to be that completely unaware that 3 of her kids were drowning.

The complex will get some blame but the cloudy water in no way absolves the mother of any blame at all

The article says the kids could swim well enough to be in the pool.
My guess is that one of them started struggling and the other two tried to rescue him/her but they weren't strong enough swimmers to save a panicking drowning person and all three of them drowned.
It is not super uncommon for the rescuer to be dragged down by the peraon in distress.

I'm more surprised by how old they were. How do you not know how to swim just well enough to avoid death at the 9-11 age range? Must have all fallen into the deep end or something?

On a semi related note, a family member of my GF is with the fire dept. in a major US city. Said one time when they were called for a dead body at a urban area community pool that had apparently been there for a day or more. As they were in the process of investigating and pulling the body out, a mother there with her several kids asked how soon they'd be done and if her kids would have time to swim.

Well you aren't a racist or amazingly aren't aware of the stereotype.
It's a terrible situation but the blame will be on the complex. The "community activist" spokesperson likely won't be much of a personal responsibility advocate.
