Yea plus it would take away from buying those new Jordans.
There are many avenues for poor people to learn how to swim. Several cities and counties host free swimming lessons at public pools.
Or, if you're poor and live in the country, you just go jump in a pond or creek like I did growing up.

This family was living in a high rise with 2 pools in it. No excuse for these kids either never learning how to swim, or going in the pool before they did.

If the pool was cloudy the mother should not have had her children in it. She also probably should not have been out there with 5 kids. She also should have been watching them like a hawk with the cloudy water being an issue.
She is a parent of 5 and should know better.

The pool was so cloudy even the rescuers had trouble seeing in there for the kids.
I think its far more likely they were average to mediocre swimmers, ONE kid got into trouble, and the other two tried to save him and drowned in the process b/c of a combination of panic setting in and a dirty arse pool that made it hard for the kids to see where they were.
