When you’re ready to become an above average cop instead of a below average cop, you should strive to develop some emotional intelligence.
You’re not going to develop much if you remain stuck on the literal meaning of words. Focus instead on what people are trying to tell you.
“I can’t breathe” almost never means that person is literally unable to breath. It almost always means they are having difficulty breathing. Cops should not be grammar nazis. It gets in the way of protecting the lives of others (your job).

What if you resisted initially but then weren’t resisting when you were on the ground. Do you need to kneel on someone’s neck so that they can’t breath? What if he wanted to comply once he couldn’t breath, how would he indicate that?
The cop wasn’t even struggling with the guy when he was kneeling on his neck, he had his hands on his sides like “look at me, I can control this guy by kneeling on his neck”
