Just about every dip shite in that photo has his gun aimed up to, when that is only necessary when you are prepared to shoot and kill. Not walking around the city.

How about we end the "war on drugs"
Require all police to have cameras equipped.
Actually teach them the laws.
Not keep people who are "too smart" out of the forces.

It is a pepperball gun. Shoots paintballs filled with pepper powder. Useful for crowds but can be misused. One killed a co-ed a few years back at one of those "my team won the Championship so we are going to go flip some cars over" celebrations. Raise the pay
Go after educated people

Seems pretty simple. Instead we're equipping every small down department with equipment necessary to battle ISIS.

LEGIT. I completely agree with everything you said here. If I were Chief of a department, and I can't see how they wouldn't implement these rules if for nothing other than job survival, I would hand those policies down on day one of my tenure.

Looks like I was a little off about "10 years," but you get the idea. I believe there was a spike in 2012 that caused a lot of the media hysteria about the "war" in Chicago.
I'm not trying to deny that Chicago has a serious crime problem, btw.
