Im pretty sure some are built specifically for this and are under utilized because of:

My belief is they want to take Venezuelan oil (likely under market costs) and process in the USA where we already have ability and use it regain surplus to send to Europe and India for our own geopolitical interests.

The strategic objective in South America is to prevent the Chinese from establishing a strong foothold in resource rich continent. It’s the main reason language and larger military presence in SOCOM.

The majority of US refiners are quite literally designed to process super heavy, sour crudes.

They don’t export shite to anyone except Venezuela pushing their oil to China. And that hasn’t been all that great for them considering the distance it has to travel.
These countries seized many assets owned by US companies and were subsequently locked out of the western economy. Their leaders have had their boots on the throats of the people the whole time, pretending their system is remotely possible in a global market, stealing assets then running them in isolation. The only time things were stable in Cuba post revolution was when the soviets were paying like 4x market price for the sugar to prop it up as a frick you to the US.

Rubio and his ilk are horny to get Maduro out for some reason. You could say it's because he is a communist thug and deals drugs. But, we are usually fine with repressive thugs and scumbags as long as they are our thugs and scumbags. I think it's about oil (or petrodollars), or as others have speculated, setting the tone that we will get involved on that continent if China or Russia do.
Again, the fentanyl is mostly made in China and Mexico, so I think it's disingenuous to say Venezuela is killing Americans. And, most of those narco boats can't reach the U.S. They drop off the drugs elsewhere.
