Mr Durazo told broadcaster Televisa: "At some point there were too many people there and the army and military personnel withdrew to avoid problems." That was shortly before the blast occurred.
Some locals said they needed to fill up on fuel.
"A lot of people arrived with their jerry cans, because of the gasoline shortages we've had," resident Martin Trejo told AFP as he looked for his son who had gone to collect fuel.

For the initial people, sure, but it's not like the gasoline was salvageable as it was spewing out. Either you put it in a can or it goes onto the ground. It's not like an atm spitting out 100s.

I'm not sure how they thought it would end any other way.
Because they've been doing that for many, many years without any problems or government intervention. Now the gov realizes that (according to one report I read earlier this week before the fire) about a billion dollars worth of gasoline had been diverted into a second totally illegal distribution network.
Who could have predicted that this would go wrong this time?

I just don’t feel sorry for anyone that hangs around that sort of thing and then ends up on fire.
I’m just not hanging around a busted natural gas pipeline and thinking it’s gonna end well

Apparently they never learned...
Stop, drop, and roll
Stop, drop, and roll

Pretty cool watching the flames run around at night but too bad that didn’t happen during the day so we could see the explosion.

Maybe they wouldn't have gas shortages if they would stop tapping into the pipelines.

Is it bad I laughed at all the people running around on fire
It's just a sign that you're a shitty person.

I'm working on a security solution for this in another country. These people tap in illegally and cause deaths and incredible environmental damage.

I’m not trying to make excuses but I’m guessing not in an area with the highest education levels and if it went fine last time some of these folks might not have a great grasp on the risk levels.

Looks like the Mexican president needs to build a wall around that pipeline for the safety of his citizens.

Are prices that high there (or shortages that bad)? Does Pemex not keep prices low or enough supply for its citizens?
I don't think it's the prices, but more about the two points you highlighted from the article. Cartels and gangs have been stealing gas en masse for years and to combat it the President tried to find other ways to transport gas but that has led to a shortage of gas and higher prices and has led to regular people attempting to steal gas for themselves.

I'm not sure stop, drop and roll works when you are covered in gas
Works better than running around on fire. At least you have a chance to suffocate the fire

When I was a teen, I lifted the top of a natural gas ground storage tank, then went off in the far distance and shot at it, trying to blow it up from a .22 spark.

I worked in the Middle East for several years. We had a very large crude oil pipeline which ran several hundred miles from our fields in the desert to the coast. The military was supposed to provide security for the line, but it was too large an area to adequately cover (and believe it or not; sometimes they took bribes!)
The bedouins often taped our line (what in the hell they did with a truck load of crude oil is beyond me!) - there were a few fires - never any explosions, and, as far as we know, no fatalities or serious injuries.

The theft certainly doesn't help the prices
