Didn’t you know? Those evil rich white males are able to undercut the others to ensure they always win the bid. They have soooooo much money and power it isn’t a big deal to undercut by a couple hundred grand just to shaft those loser minorities and loose women

For construction contracts, probably. But there's lots of other government work for engineers, consultants, vendors, etc.

From my experience, the dollar value doesn't matter when deciding between a lowest price technically acceptable acquisition process vs. going with a tradeoff or highest technically rated process. What does matter is how easily you can define what you are purchasing, any risk involved, or whether or not you deem it worthy to pay more for better quality.

Yeah there are inequalities in the contracting process.
Too many incompetent bidders are getting contracts because they check the proper demographic boxes.
