Last night they said he was not killed, only shot in the leg. Unless things changed since then, but they didn't make it sound like it was a life threatening injury

I don't understand how you're not tracking this man? If civilians are dieing they have to go in and stop it, even if it means taking their life for the opportunity to stop them. If he's stopped shooting people though they don't need to give their lives to intervene at that point. Life loss is a zero sum game, if no one has to lose it, that's better, right?

My active shooter training specified that you go directly to the shooting to stop it, bypassing wounded. If the shooting has stopped, you proceed, with caution, clearing rooms. If the shooting starts again, you engage as soon as possible.
With no shots being fired, waiting on SWAT to make entry is the right call, imo.
