Because he's inactive; are you literally brain dead?
Why would they go into a high percentage death situation if he appears to have stopped shooting for a sustained amount of time? They know if they wait and do it right and properly, chances of death goes way down. If he starts unloading again after such a long break; then they risk it. Seems pretty god damn obvious.

Has it occurred to anyone that maybe the security guard that got shot by the auto fire heard a single pop after and didn’t hear anything else. They could have figured he was dead and want to make sure the room wasn’t armed with explosives. A shot coming from a revolver sounds much different than an AR.
