I'm not being obtuse. I'm trying to figure it out.
At 10:26 one of the LV LEO's calls in the security guard having been shot in the hallway. Then he says there's a 4-man team on that floor.
Trying to figure out why no one engaged until an hour later.
They're saying if the shooting resumed, THEN they would engage? That doesn't make sense to me.

If there is no shooting, gather a little Intel. They may have seen the camera on the cart and backed off. You need the element of surprise when you kick a door in. If the dude can see you coming on a monitor he will just sit and pick you off.

The sheriff said that the situation became a barricade, as opposed to an active shooter once he stopped firing out the window. Would have been a bloodbath if they popped the door with him facing it with a full auto rifle

They weren't SWAT. They shouldn't be engaging at all unless stopping an active shooter is needed

But if mini sheriff says they were prepared to engage had the shooter begun firing again, then they still would have been susceptible to all that stuff.

There’s a difference between engaging out of necessity of halting him from killing civies and engaging him without swat team and without proper gear when he’s not engaging anyone.
Their protocol was to not engage until swat arrived.
