It’s the craft beer phenomenon.
Most craft beers taste like horse piss, but if you only make a limited supply and create a “waiting list”, everybody wants it.

Why though? A real restaurant will have real reviews that balance things out. Getting a fake restaurant to #1 is infinitely easier than getting a real restaurant there.
