No.
I'm as big of a gun-rights advocate as you will find, but there is no reason to resort to lying to defend our rights.
A .223 will cause more damage than nearly any handgun round at any range.

I think he is making the point that in close quarters a pistol is a more effective tool to shoot more people.

yea, why I said nearly any round.
That said .223 or 5.56 out of a 20" barrel does some REALLY nasty things. I'm not certain even the largest handgun round could compete

Even still, you'd have to be in very close quarters for a pistol to be more effective. Like within 5 feet.
