Bear in mind this is solely for state/local government expenditures and repair of public infrastructure damaged by the fires (usually 75%).

It's shitty that he didnt do it for the others and it also ties Trump's hands somewhat (he had said during the campaign that unless CA changed its water rules and forest management they wouldn't get any $$$$ for future fires)

Without knowing the data, I'm not sure looking at just last years data would make any sense. The point is simply that the fires are going to happen. California has stayed out of it, and let them happen out of control. So you either control burn and manage it yourself, or something like this happens.

You burn those areas surrounding the city more often and the fires become manageable.

ETA: They control burn around me all the time. Sure there's 1-2 days a year it can be annoying. But that's life.

They have a guiding document. Whether or not they have implemented the recommendations in this report I have no idea.
