Iirc, the Indian Mounds and other mounds around the south were not sacred or religious to the tribes of the area. They were culturally significant and mainly used as meeting places and landmarks, not some temple or worshipping grounds.

Actually, it hasn’t always been an issue. My kids slid down those damn things for hours in the 90’s on those fall Saturdays. Not a word was said, and there wasn’t a fence to be seen.
My guess is that someone got hurt and the fear of litigation led to the fencing (not “indigenous people” being buried there.
Besides, wasn’t there a study that determined they were made by the river eons ago?

I sledded down the Indian mounds many times as a child. to the SJWs.
