That's the impression I get as well. Considering how quickly the Mother and Brother arrived at the scene, my guess he was on the phone with one of them and told them he was going to start shooting.
There's multiple Seven Counties (community health) offices in that vicinity too and he could've easily walked in any of them and gotten help as well.

I’m so weary of these. It’s just a matter of time before it’s my community.
I used to be so passionate about wanting something done but after we as a country decided we were okay with 20 elementary school kids being murdered in Newtown, I just gave up all hope that anything will actually change.

That's the entire point. These people want to go out with the entire country talking about them.
Best way to do that is find your nearest gun free zone, a place you know you have no chance of someone shooting back, and open fire.
It's fricking formulaic at this point.

Instill the fear of God into people.
Instill the realization that hard work is not to be demonized, yet actually is very good (and necessary) for the soul.
Instill that humans,and their efforts have worth.
We're not needed to be divided into a bunch of different categories that so many in the media push to do, but in fact, we're all part of one group: Americans.
Something about united we stand and divided we fall comes to mind.

Society was already going insane, but then we forced everyone to stay at home and basically eliminated social interaction... What the hell did we expect?
