There is an important nugget about estate planning in the OP, especially as you grow older always have the executor of your will (assuming it is a close family member) listed on your bank accounts. This allows them immediate and full access to your accounts upon your incapacitation or death.

I don't mean to pile on, but when you went to the Jeff Parish Water Dept's website and saw it's format combined with the use of Word Art...you should have been prepared for an antiquated, unpleasant experience.
This is in no defense of their handling of the situation, but more of a reflection on how terrible municipal government agencies can be.

I have not had similar experiences with government agencies in Texas. They aren't great don't get me wrong, but if Atmos was Chick Fil A, then Texas municipalities are at least McDonalds.
Louisiana government agencies are freaking Burger King with a broken shake machine.

The only thing I like about Louisiana is LSU and New Orleans. That’s it. It is a piece of shite backward, crooked, third world pile of crap. Have now retired. Selling the house and I will spit out the window as we cross the state line never to return to this hell hole. Shreveport is the capital of what every city should not be. Population decreasing.
Extremely business unfriendly. The absolute dumbest most backward myopic city council in the country. By a mile! A complete joke of a city. A sizable amount of businesses are run by incompetents and clueless people. Trust me, I know. I’ve been traveling for work for some time now and it is not like this everywhere else. Not at this magnitude.
And those of you that criticize and downvote are miserable because you can’t leave and you’re jealous of us that are smart enough to leave and are able to leave.

At least your muni water company allowed you to discuss on the phone. Mine will only take a fax, letter or in person. They completely suck.

I'm sorry your mother died, that is terrible and my prayers are with you. I'm guessing that's got your mind clouded up. It has nothing to do with TX vs Louisiana. It has to do with a well run private company vs a government agency.
I've dealt with plenty of government officials in Texas (local, county, state) on billing issues for various things, and they are just as incompetent.

They have grown much too quickly and don't communicate or have the infrastructure in place to properly operate. I could go on and on about the incompetence and lack of communication between doctors there. And don't get me started on the attitude of the staff (below RN level).
Some were amazing so don't want to disparage everyone but way too many lazy arse people with attitudes that should not be in a position that requires interaction with humans.
I agree they have grown probably too fast, but so has LCMC. HCA (which runs Tulane hospitals) sucks donkey balls, and East Jefferson is probably more incompetent than all the rest, so we don't have a lot of options.
However, my grandmother recently died after a long illness and she was Ochsner through and through. While I didn't deal with the accountants and billing people and such, I sat in on a lot of discussions between my grandfather and the doctors. I found all of the doctors, nurses, etc to be absolutely top notch. They communicated very well. And when the time came for a discussion about hospice care, the entire team over there was amazing to work with, very caring and compassionate, and took hours answering all of our questions.
I can also tell you they took over the hospital in St Bernard and it is 10,000 times better now.
Yet, I have relatives that hate Ochsner so much that they didn't even want to step foot in the place to visit grandma. I don't get it... but they definetly have some haters out there.

What bank is it, if you don't mind me asking. I can understand it being shut down upon notification of death if there's not a POD designation. However, as soon as you had letters testamentary from the court, that should have been a quick release to grant you access to the account.

I deal with state and local governments all over the country, and if Louisiana isn't the most incompetent and generally unorganized, they're in the running.

I left and came back. I have a good job and my kids are in good schools.
100 percent, I came back because I wanted the kids to be able to see their family whenever, I wanted my mother to be able to attend every softball game, have the kids sleepover at cousins house at random times, etc.
I put up with the BS in order for my kids to be around their family as they grow up. A lot of people feel the same way.
If I had no kids, I'd probably be making 400K right now as a partner at a firm in Houston. Sometimes you make sacrifices for your family.
