I deal with state and local governments all over the country, and if Louisiana isn't the most incompetent and generally unorganized, they're in the running.
I don't disagree, but let's not act like there's a massive difference from top to bottom. They all suck, especially compared to most private sector customer service. Some suck more than others.

La department of rev sucks arse but in my brief and miserable career in public accounting, the first few years of that retarded franchise/margin tax in Texas was the biggest clusterfrick in the history of government

There absolutely is.

Yeah and in the case of Louisiana it's a huge difference.

I handle all of our firm's Texas issues (we have a number of clients with locations in Texas). It's not much better now, however, at least the exemptions they have put in mean fewer companies have to deal with.
I tell people the entire concept of a margin tax in Texas is no different than how "gambling" is illegal in LA, but "gaming" is fine. That stupid tax is just to get around their stupid constitutional prohibition of an "income tax"

I've dealt with revenue authorities in probably 40 states and several hundred counties/parishes/municipalities.
They all suck terribly. Colorado might be the least suck. Dealing with auditors in Illinois or New York... look out. I'm not sure they graduated high school and they act like they have a PhD.

New Jersey is the worst in that category I've found. I've generally had success in New York. No one in Louisiana knows what the hell is going on, which partially I don't blame them for because of the retarded legislature changing the tax laws almost yearly.

I've only had one interaction there, and I was able to blow past the auditor by using big words and quoting their tax code. I think he realized he was actually going to have to work, so gave us a no-change and went on to another victim.

I'm in the middle of a 3 year fight with them over domicile of a performer. I have about 17 point in my favor, they have 1, and I think this will end up in court.

LA is famous for making vague law changes and forcing LDR to write regulations to enforce it. However, the only way they can write regulations to enforce law A, is to in the process, violate law B.

That's not surprising really. Domicile seems to be the issue that really bones them up and I get why. I just wish they'd realize their job is to find the correct decision, not work on behalf of the state.

What bank is it, if you don't mind me asking. I can understand it being shut down upon notification of death if there's not a POD designation. However, as soon as you had letters testamentary from the court, that should have been a quick release to grant you access to the account.
It's Chase and I'm working on getting the letters of testamentary filed now. The storm slowed things up with the attorney.
This one I'm taking the blame for because I didn't know Chase would close it down and I had been in the account for a while (online).

I agree they have grown probably too fast, but so has LCMC. HCA (which runs Tulane hospitals) sucks donkey balls, and East Jefferson is probably more incompetent than all the rest, so we don't have a lot of options.
However, my grandmother recently died after a long illness and she was Ochsner through and through. While I didn't deal with the accountants and billing people and such, I sat in on a lot of discussions between my grandfather and the doctors. I found all of the doctors, nurses, etc to be absolutely top notch. They communicated very well. And when the time came for a discussion about hospice care, the entire team over there was amazing to work with, very caring and compassionate, and took hours answering all of our questions.
I can also tell you they took over the hospital in St Bernard and it is 10,000 times better now.
Yet, I have relatives that hate Ochsner so much that they didn't even want to step foot in the place to visit grandma. I don't get it... but they definetly have some haters out there.
In a system as big as Ocshner has become, there's going to be good and bad.
We had a real lack of communication and I think the biggest reason why, is they simply didn't know. They admitted as much. They were in over their heads. We should have gone to MD Anderson.
But beyond that, appointments were constantly getting mixed up and confused. Doctors weren't talking, etc.
The nurses by and large were good. The food staff was good.
One of the reasons, things were slow to get resolved affairs wise is the docs pumped my mom full of false hope until the very end. We went to hospice at least a month too late because docs wouldn't shoot straight. Way more suffering than was necessary.
