It looks like North Louisiana will get hit hard.

Should the outside spigots worry me?
You should wrap them. I've always been okay just using the insulators. If you don't have any, use old towels, plastic shopping bags, and tape. Put a few layers on them. A newer house should have frost-free hydrants. That doesn't mean they won't freeze, but they are better about not freezing.

When is that happening
Monday, then another chance Monday night into Tuesday morning.
Honestly not sure if it happens but seeing it forecasted means there is starting to be some consensus and belief

my WeatherBug says high 26 low 15 for Alexandria on Monday with an 80% chance of freezing rain
and then on Wednesday high 48 low 36... 60% chance of freezing rain
You know what that means, right?

Why do they always say wintery mix but never summery mix? Is a summery mix impossible? Then why the need to qualify the wintery mix?
Don't even get me started on Partly Cloudy and Mostly Sunny.

Also, if your house is pier-and-beam, check your foundation vents. If any are stuck open, close or cover them. It will help.

Generally, if you're in the house and running water as you do on a daily basis, you shouldn't have alot of problems. You certainly want to open your cabinets and drip your faucets at night, and if you aren't at home during the day.
Stagger a delay start on your dishwasher and washing machine and it will circulate both hot and cold water through the night

It would be my luck that the drain would freeze.

We never got out of the 40s today in Grosse Tete. Low tonight is 41. One problem... It's 39 outside.

If I shut off the water at the meter would I have problems with my water heaters?
