I can probably bet that phase 3 won’t be in their thoughts until seeing how things go for about a month after kids get into school.

I agree. I think it will be sometime after Labor Day, which is Sept 7. What happens between now and then is important, but the 14 days after Labor Day will have the biggest impact as to whether we go to Phase 3.
