For touching a seal laying on the beach? Its not like every person in Hawaii much less tourists know these things are protected. You are talking about a state that caters to tourists feeding fish, swimming with dolphins, etc.
I'm all in on the tourists are idiots and shouldn't mess with wildlife. This lady should have just got in the background and got a pic. But its also not like she was trying to harm or bother the seal, she touched it for a fraction of a second.

They clearly don't think that since they took ownership of their mistake and are not contesting the fine.
The issue isn't that they made a mistake, the issue is how big of a deal people are making out of it.
I'd say death threats over something this minor is maybe just taking it a tad bit too far but hey maybe we just disagree.
