I think at worst this is just Cotton exploiting the ignorance of the public by calling himself a Ranger. Technically, he did complete the 2 month Ranger course, but he was never part of the elite, special forces Ranger regiment.
I certainly wasn't aware there was a 2 month Ranger course, and took his claim of being a Ranger as him being part of the Ranger special forces.

Most in the Army consider people who are tabbed to be Rangers. Obviously those in regiment who are tabbed are going to say the tabbed Rangers not in regiment aren't rangers.
A lot of time units will send infantry Soldiers to ranger school and the Soldiers have no desire to serve in regiment, they just need to earn the tab for promotion/advancement/respect. I don't know anyone who I have been with in an infantry unit who looks down on tabbed rangers who weren't in regiment calling themselves rangers.
Now if he's claiming to serve in a ranger regiment and he never did, that's a different story and definitely stolen valorish.
ETA: soldiers who serve in ranger regiment and don't have a tab will definitely get looked down on/shite on by other soldiers if they call themselves rangers.

don't know all of the specifics but there seem to be multiple Ranger avenues in the Army, best friend's son is currently a Ranger and went to several Ranger "lead in" schools along the way

Yeah. I agree with others that he was relying on the ignorance of the public to read more into it but it's a stretch to call it stolen valor.

I'm far from an expert at anything military, but I thought it was pretty common knowledge that you earned that tab by going to special training at Fort Benning.
There is a non-profit Ranger Association headquartered at Fort Benning. They run a Ranger Hall of Fame, and to be eligible one "must have served in a Ranger unit in combat or be a successful graduate of the U.S. Army Ranger School."

To clarify, I had always assumed that anyone tabbed a Ranger was part of of the elite Ranger regiment. I also admit I am pretty ignorant on pretty much all military designations and ranks.
I would agree this isn't stolen valor, but just exploitation of general ignorance that I include myself in. Were I resident of Arkansas and had voted for Cotton based partly on this claim, I'd feel a little duped.
