It’s almost like something like this happens because of a mentality that was imbedded in the minds of people decades ago. I’m pretty sure that video said Chicago, not some 3rd World ShitHole in South America or on the continent of Africa.

I don't think they did. I just found the Chicago TV news story on it, and they said that there were multiple containers broken in to. The cops showed up, made some arrests and chased this group off, but after the cops left, they were back at it breaking into different containers.
