People who say this always have time to get over, but they think that they should be in the left lane to "pass" the car 1/4mi ahead going barely slower than they are.
Eta: I got tired of other people many years ago. I drive fast, and do what I want on the interstate. Get over, or not....it makes no difference to me. If you leave enough space for me to get in, I'll take it. If you don't, I'll just turn into your lane and play chicken. As soon as I pass you, you don't matter to me at all. Might as well just get over beforehand, and make it easier on everyone else

That’s not always true but it does happen too.
I should add that, when going to pass someone by using the left lane, you have to check the left lane for oncoming cars first.
If no one is even close in the left lane, 9 times out of 10, you should be able to pass the slow car in the right and get back over before another car approaches.

The only time it’s annoying is when I’m in the left lane, going about 10 over, and the right lane is packed. Then they fly up on my tail. I’ll get over when I can, but I’m already going 10 over the speed limit.

This. Some people cant gauge someones speed in the left lane, and think they can get in a lane going slower.
(so yeah stupid inconsiderate drivers, and pedestrians crossing the street when trying to turn need to be shot. I hate the ones that hussle to make the walk sign then slow down to actually cross. Arghhghgh I get road rage thinking about it. Ha)

Also you should never slow down when changing Lanes to the left unless traffic dictates it.
What bothers me so much more than bad Lane usage is the assholes with no car in front of them for a few hundred yards yet they tap their brakes when they see lights ahead.

Some people act like it's a competition. I'm going above the speed limit so you're not passing me! I'm not moving over!
Had some moron do this to me last night and run a roadblock.
Flashing is my way of saying, hey inconsiderate left lane a-hole, how about moving the frick over so I can go the speed I want in the left lane and you can go the speed you want in the right lane.

Funniest thing I ever saw. Was a guy in left lane on 220 in Jackson one night and a car came up behind him and flashed his lights. The guy in left lane kept going, not slowing down or speeding up - also not moving over. After a few hundred feet, the car in back turned on his blue lights. the last time I saw them, the cop had pulled him over. All the way onto the side of the road.
