It's a convoluted, unfunny reference.
In the early years of this board, instead of saying "this is old news", to be smartasses, people started posting a picture of an old newspaper... most commonly that of a newspaper declaring that Japan bombed Pearl Harbor. This evolved into saying the Germans bombed Pearl Harbor as a tribute to the scene from Animal House -- now it is simply shortened to "Germans!" without giving context.

I would wager that less than 1% of policeman on duty in America in any given day physically harm a dog. But of course when it does happen it's published and makes national news, while the normal ones don't, obviously.

I was surprised at how popular of a topic/reference it had become.
I knew about the alpha/beta establishment of male roles since I first watched Jane Goodall fricking around with a bunch of gorillas in the 90's. Everybody know dat.
