From subs, yes. Broadmoor is essentially the GC however they assist with design to get to a guaranteed maximum price and they’re on the hook for the work for that price.
They win the job before the subs provide bids based on their past performance and fee structure. Subs are brought on after they’re under contract.
Most large public projects are done this way

2. Economic impact is an inflated number that shouldn't be compared to direct funding.
3. You can air drop $90m in loose $100 bills all over New Orleans and generate an "economic impact" that is more than $90m. Does that mean it was a good investment?

Well, for a long time Mr. Benson leased some of his buildings downtown to the state for their offices in NOLA. Not sure if the state paid either

I believe that Benson bought the complex next to the Dome and fixed it up post Katrina. The state made it viable by guaranteeing that they would rent thousands of square feet from Benson slightly over the going rate for class A office space.

The state pays 32% more than the market rates for the offices in Benson towers.
On top of that, the Jindal administration strong-armed state agencies into leasing space they didn't need so it's even more inflated. Some are still in the office building even though they don't want to be. That deal should have been illegal.

The state is being held hostage because no politician wants to be the one who lost the saints.
The price will keep going up. One day we will have to face the reality that this city and this state can’t support a NFL team.
