The entire reason tandom floats exist is because of an ordinance which limits the number of floats in a parade. it is a loophole in a dumb ordinance. It is a government created problem and stupid from the get go. Get rid of the ordinance and no need for the tandom floats.

Sec. 34-14. - Float parades.
All float parades conducted during carnival parade season shall be subject to the following additional requirements:
(1) Each parade shall consist of no less than 14 and no more than 45 pull units. Each pull unit shall bear a unique, sequential arabic number corresponding to the order in which the pull unit appears on the parade route, beginning with the number "1".(2) A tandem float shall be considered a single float for the purposes of this section.

Doesn’t change the fact the she was terribly unqualified and it’s showing. Not to mention she is a criminal and probably should be in jail for her misuse of city and campaign funds

It wasn't my comment you were responding to, but no, all black people are not incompetent. However, New Orleans has a lot of ignorant people in its makeup, so you don't see a lot of variety in regards to candidates (or candidates that have a chance). I mean, there hasn't been a Republican mayor in New Orleans since 1868. And a Republican mayor might suck like many of the rest, but if you're not a Democrat, you basically have no shot. So there hasn't been a lot of diversity there.
