I came here to mention this. The DDD is a special taxing district, ie those that live in the district pay an additional tax on top of their already exorbitant city taxes. For what?, I don’t know because I see no difference in the street conditions or any of the other infrastructure in the district. (They do employ a guy that drives around in a golf cart outfitted with a vacuum to suck up litter that usually wakes me up at 6am, so there’s that!)
The fact that the city is stealing this money may be why we’ve seen infrastructure upkeep decline yet everyone seems powerless to declaw her. Just amazing.

It concerns me that I had typed up almost a verbatim response that matches yours.
The guy was in his seat at the bar. He didn't approach her.
He said her name. That's specifically what she said. Is that harassment? She chose to escalate the situation and flex her power over the guy, which is a cowardice thing to do for a city leader.
There ain't no way to paint this thing in a good light for her. Leaders will catch flack no matter how great they are. You can't please everybody all the time.
Her behavior is abhorrent to those that recognize what a great leader is. She can't be bullied, because she is the bully. This is a clear example of that.
"He was harassing her!!" Gimme a break. The dude didn't leave his chair. She welcomed this type of confrontation. She heard a guy say her name, most likely with a dissenting tone as the guy actually had a legitimate question/complaint of her, and she escalated it. She would have relished making an example of this guy if he decided to take it one step past where she brought it. She would have done, and may still do, anything within her power of influence to ruin this guy.
She's bitter about the way that she's perceived. But, as another poster has said before, she doesn't have the respect of many because she hasn't earned that. You aren't respected just because you're elected. You're respected once you show the people that you deserve it.
I'm so glad I don't live in NOLA anymore, and that I haven't had to go there for work in 16 months. I'd seriously reconsider my employment if I had to return to the office downtown.

There is also plenty of evidence that this is how she handles any conflict or confrontation in her day to day job of governance

What an amazing desire you have to White Knight here.
What we have is a video of a Mayor of a large American city berating a citizen of her city, while being surrounded by her bodyguards after having been in a bar and presumably drinking if not actually drunk. In this video, she screeches at him for an entire 90 seconds we actually get to see with no idea how long it's been going on or how much longer it lasted. During that time, we hear the guy get in a few words and he asks something begin in regards to evacuating the city and mentions he's a life long resident.
So...we have video evidence of The Mayor of New Orleans acting like a lunatic and literally no evidence of anything else. We have no idea what he said that got her over there, and while she's there he never raises his voice. And given she didn't strike him, or have her bodyguards do that, I'd assume he never cursed her under his breath even while she was right there.
Despite that, you've determined he's a tool as well?
