She might as well have said:
Look man, I don't have the time, Intellegence, motivation, or energy to try to fix the S&WB so quit fricking asking about it so I can get back to frauding the tax payers in peace.
so true

I don't know if I believe that. There has been absolutely nothing coming from that agency that makes me believe they have any respect for the seriousness of the situation.
I think they understand the need to fix broken pumps and fix broken turbines, and they have plenty of money right now to do that.
But fixing billing issues? Major structural issues? Meter-reading issues? The absolute laziness that permeates the entire agency? The employees who park in handicapped spaces with fake tags?
I don't think they care about any of that.
The only way to fix the S%WB is to get rid of the S&WB. Either privatize it, or bring it under the direct control of city government (at least that way, it's clearer who is in charge, and maybe with a hard-arse council some stuff might start to change).

I can assure you that Latoya has put every dept in the city on notice. I deal with a few of them and they’re in full panic mode trying to cover bases. I may not always agree with Latoya, but I’ve been surprisingly impressed with the way she’s come in.

No pic of LaToya = downvote

frick her. Being a former city council person herself, she should understand the role it plays in how the city operates. She doesn't like their tone? Big fricking deal. She needs to realize the number one important thing that people in Nola care about is a drainage system that is working at maximum capacity every time without fail. We don't want the excuses Bitch Landrieu used or his lackadaisical attitude.
If she can't handle the heat she should stay out of the fricking kitchen. No one held a gun to her head and made her run for Mayor. She wanted it. Well now she's got it with all its problems.

I don't want you to disclose anything you can't, but can you give some examples of this?

I'm just curious about how many of Latoya's relatives and friends now have jobs with the SWB......

I did not read the 10 pg letter...
It seems like a bitch move for the council to make a list of demands a few weeks into the new mayors term.
He could have just as easily said, Look lady, we want to work with you so here's a few things we think you should focus on.

While I admire the tenacity of the council and firmness of the public for answers, the demands and perceived tone of the letter have discouraged board involvement and engagement

Giarrusso also demanded quarterly reports from the agency, which are required under law but rarely sent to the council.
He's such a bitch.

Or you could just put competent people in leadership positions, and hire competent people who actually do their job.
Have you spoken with the service guys/managers at Cox and Entergy? The last Cox guy I had at my house had an EE degree, and basically taught me everything about cable TV, the internet, transmission lines, cell phone towers, etc. He sat down in my house and spent an hour teaching me. He drove up in a bucket truck, and was out working on the lines by himself.
I had an equally enlightening conversation with the HNIC on site when Entergy came and put a new telephone pole at my house.
These were just normal field guys. Do you think S&WB has people going out that can tell you anything more than, "The water goes in that hole"?

downfall of society: when feelings trump laws, ethics, standards, and history.
Joe hurt my feelings with that letter, we ain't gone participate in his requests and we gone do what we want

Part of me thinks there may be actually something to be said for her 'bull in the china shop' approach versus what you know would have been just total outright wink and nod complicit good old boy style corruption of her opponent's administration, under the veil of a much more dignified approach.
At least with Latoya's approach there's some chance she actually stumbles across something helpful.
