The problem with your handwringing is that you take every single thing to the worst possible outcome.

I'd expect takes about how doing to the Japanese was good actually, and not always framed as a shameful episode. Plus, the Japanese sneak attacked us.
Hell, there wasnt a movement for it after 9/11 and we were all freaked the hell out then.
I personally think these punishments of Russian citizens abroad (that arent oligarchs) is pointless and petty. Its stupid. I know you and I agree there. Its just farfetched to go from "we're doing stupid xenophobia" to "we're going to concentration camp people of russian decent".

My point is there's a huge leap from being dicks to russians abroad to jailing everyone of that ethnic background or even passing laws discrimination based on their ethnicity.
