It's horrendous reporting. They may or may not be compelled to speak, but our media blatantly biased toward the idea that they're not when captured in war time is a pretty bad indictment of the media class.

The only argument I have is the one I made yesterday. Russia has developed a pattern in this war of hitting hospitals and schools. They've hit multiples of both in multiple cities. Intentional? I don't know. Were the Ukes using them militarily? I don't know. That is at least worth the generic resolution to "investigate possible war crimes".
Did the US develope a pattern of regularly hitting hospitals and schools?

Thanks for the link. Not to put too fine a point on this - and we know Putin will never be seen in Den Hague - but the definition of a war crime by a commanding officer or leader is guided by what should have been done. "Failure to exercise control." No direct link to the crime needed.
"Article 28: Responsibility of commanders and other superiors
In addition to other grounds of criminal responsibility under this Statute for crimes within the jurisdiction of the Court:
(a) A military commander or person effectively acting as a military commander shall be criminally
responsible for crimes within the jurisdiction of the Court committed by forces under his or her
effective command and control, or effective authority and control as the case may be, as a result of his
or her failure to exercise control properly over such forces, where:
(i) That military commander or person either knew or, owing to the circumstances at the time,
should have known that the forces were committing or about to commit such crimes; and
(ii) That military commander or person failed to take all necessary and reasonable measures
within his or her power to prevent or repress their commission or to submit the matter to the
competent authorities for investigation and prosecution."

It's not horrendous reporting. That would imply they're not framing these articles in a certain way on purpose, which they are.
