It's a good question and Charlie asked him that exact question and the former general told him he didn't know how it was going to end or what it would look like. He did say that it was going to get really ugly before it got better.

My SWAG would be it's a combination of operational readiness, fuel & munitions scarcity, and finding airspace not covered by Russian mobile air defenses.
