Regarding the planes: I think most of Ukraine has been under significant cloud cover impairing flight ops against ground targets for the team that cares a bit more about what they are bombing.

That is from six years old research first posted on the internet in 2017 when the old RUSSIAN FRIENDLY former President and Government was in charge.
Considering the fact that Russia is famous for doing Mengele type experiments on "undesireables" I am not surpised.
First time I found it on the internet is fromm 2017, first picture identical to yours is from 2018.
If done in Ukraine the PREVIOUS people in charge were doing it (Zelensky won election in 2019).
