The Russian military is in such crap shape if they tried to shoot their nukes they would fall harmlessly into their own towns or into the oceans.
Billions that were supposed to spent on defense went to buy yachts for defense officials.
And the nuke things can never be really tested unlike a ship which can go sail around or an army where you march the troops.

Remember the centralized Russian decision making method. It went something like this:
1. Russian embassy in London observed the link, and saw that Zelensky was in his official office. They lmmediately notified the Russian foreign ministry and FSB HQ.
2. Both Moscow locations analyzed this information to see if it warranted being forwarded. Both forwarded to Putin's office.
3. Putin's assistant analyzed it and determined that Putin needed to know.
4. Putin saw it and immediately forwarded it to his top generals.
5. Their top generals reviewed it and forwarded it to the general newly in charge of the invasion.
6. This new general reviewed it and forwarded it to the commander near Kyiv.
7. This commander reviewed it and forwarded it to the kill teams sent to kill Zelensky.
And by the time that a kill team go to the Ukraine Presidential building, Zelensky had finished the tele-conference and left ONE DAY earlier.
THIS is what Russian centralized leadership looks like.
The secure telephone line from the top general to the kill team doesn't work. That's where it ended. The top general would not lower himself to call a kill team directly. This is what their 'chain of command' is for.

Why can't Poland just send them to Ukraine and we replace them for Poland? Why in the world would the US be the ones to give them to Ukraine?
Sounds like a great way to escalate tensions even more. Who the hell thought this was a good idea? Even if that's what everyone agreed on, why announce it to the world?

And that isn't old technology. They introduced it last year.
The likely cause of that particular problem? Russia took out 3G and 4G towers in certain areas of Ukraine. That system needs those towers to work on the Ukrainian end.
That is at least what Bellingcat has stated. They've been on the Russian comms issues since the jump.

Is this just because Poland doesn't want to be seen directly giving jets to Ukraine? As if a middle man really matters in this scenario?

Poland, Germany, and US would all have to agree. That way it can't be spun as one rogue NATO nation acting solo. If only all of NATO could pay the replacement costs that would show more solidarity and burden sharing.

Yes, that's to put the attention on us rather than the border countries. Goes along with the announced no-fly zone.

It's difficult to tell exactly, but the US has refused to impose a no fly zone for the reason that it would escalate the conflict. I read this as a repeat of the US reasons for not doing it.
