I would guess they were grants to pay that stuff for the Ukrainian government.
Regardless, any money borrowed from the Social Security Fund, by law, has to be replaced.

Russia is open to contacts with the United States on Ukraine on an equal basis and with mandatory consideration of Moscow's interests. The country is waiting for corresponding signals from Washington, stated Russia's Permanent Representative to the UN, Vasily Nebenzya.
This was also stated by Vladimir Putin, who suggested "calmly discussing all areas of mutual interest for both the United States and Russia, based on the realities of today," the diplomat reminded.

Why are you people defending or whining about USAID being frozen or cut out when Bill keeps bragging about that $50 billion in frozen Russian assets that Ukraine got?
There was one guy a couple of days ago trying to convince us that USAID was small potatoes, but in the very same post he said cutting it off would "ruin the country and the world". That made absolutely no sense.

Russia signed into a bunch of treaties and agreements saying it wouldn't invade Europe. So when it does, then someone has to hold them to account.
That "someone" should be the Europeans, not the US tax-payers.
