ISW Update Dec 16th

quote:

Key Takeaways:

Russian President Vladimir Putin's continued fixation on the Russian "Oreshnik" ballistic missile and Russia's non-nuclear deterrents suggests that the Kremlin may be searching for off-ramps from its continued nuclear saber-rattling narrative.

Putin once again reiterated the false Russian narrative that Ukrainian President Volodymyr Zelensky is illegitimate—firmly establishing that the deposition of Ukraine's legitimate, democratic government is one of the Kremlin's prerequisites for a negotiated settlement to the war.

Russian Defense Minister Belousov also used the December 16 Russian MoD board meeting to reiterate Putin's previously stated territorial objectives in Ukraine as another Kremlin prerequisite to a negotiated settlement to the war.

Belousov also used his December 16 address to posture as an effective and innovative manager—sharply contrasting his leadership of the MoD with that of former Defense Minister and current Security Council Secretary Sergei Shoigu.

Putin ordered the MoD to establish the Unmanned Systems Forces as part of continued efforts to centralize control over Russian irregular drone units.

Belousov's statements confirm that the Russian military is recruiting just enough military personnel to replace its recent casualty rates, but intensified offensive operations have and will likely continue to strain the efficacy of Russia's cryptomobilization efforts.

Russia continues to negotiate with the interim Syrian government to maintain its military presence at the Hmeimim Air Base and Port of Tartus in Syria, but Chechen Republic Head Ramzan Kadyrov's recent appeals to Hayat Tahrir al Sham (HTS) suggest that talks may have hit a snag.

Russia continues to withdraw elements of its force grouping in Syria to the western coast amid limited reports that Moscow plans to fully withdraw within one month.

Ukrainian forces recently regained lost positions near Pokrovsk, and Russian forces recently advanced near Chasiv Yar, Kurakhove, and Velyka Novosilka and in Kursk Oblast.

The Russian government appointed Russian Defense Minister Andrei Belousov as the Chairperson of the Supervisory Board of the Russian Ministry of Defense's (MoD) Military Construction Company, likely as part of ongoing anti-corruption efforts within the Russian MoD.

That's Trump carrot or stick offer. I don't think Putin will take the carrot unless he is facing collapse..

You called that a long time ago, and you're right... and Putin is much closer to collapse, overall, right now than ever.

We'll see how it plays out.

How much are you paid or are you naturally mentally deficient?

FWIW, WillyOAM was supposed to be dying from brain cancer 2-1/2 years ago. He's an Aussia who claims that he was traveling in Ukraine when the full scale invasion occurred, as part of his bucket list.

Russian general charged with chemical weapons crimes reported dead in Moscow explosion

by The Kyiv Independent news desk December 17, 2024 7:46 AM

Lieutenant General Igor Kirillov, the head of the Russian Armed Forces' radiation, chemical, and biological defense troops, was reportedly killed in an explosion at a residence in Moscow the morning of Dec. 17, according to Russian media.

Ukraine's Security Service (SBU) on Dec. 16 sentenced Kirillov in absentia for the use of banned chemical weapons in Ukraine.

Kirillov and another Russian servicemember, reported to be his personal assistant, were killed in an explosion near the entrance to a residential building in Moscow in the early hours of Dec. 17, according to the Russian Telegram news channel Astra.

Russia's Investigative Committee has opened a criminal case on the incident. The committee reported that the explosion was caused by a device planted on a scooter near the entrance to the building.

The Kyiv Independent could not independently verify these reports.

The SBU alleged on Dec. 16 that Kirillov was responsible for "the massive use of banned chemical weapons" against the Ukrainian military.

"On Kirillov's orders, since the beginning of the full-scale war, more than 4,800 cases of enemy use of chemical munitions have been recorded," the SBU claimed.

Don't get it twisted, Tatarigami is very much a Ukraine sunshine pumper. His outlook is just a little more dim and slightly more grounded than most of the pro-Ukraine bloggers/"analysts"/etc

I used to watch "Speak the Truth-Ukraine" by Rob something or other and he had Willy on a number of times.

Willy was always more pessimistic than Rob.

Given the brain cancer diagnosis, I am surprised Willy is still around.

Haven't watched either in over a year

Russian defense minister Belousov claims that 427,000 soldiers signed a contract with the Russian army this year, over 1,200 per day. Usually, these publicly stated numbers are technically correct in some way, but need interpretation:

There is a pretty big gap between these numbers and budget spending on payouts for first-time recruits. This probably means Belousov includes
1.) Soldiers who are not signing up for participating in the war, but some other task.
2.) Soldiers who have already signed up before.

Both 1.) and 2.) don't get the federal payout.
If you sign a contract for participating in the Ukraine war, you cannot leave even after your contract expires. So you are essentially forced to get a new contract - this could be the reason why his number is higher.

The State Bureau of Investigation has initiated criminal proceedings into the facts of illegal actions of the commanders of the 211th Pontoon-Bridge Brigade.

This concerns possible illegal actions by the brigade officers who used physical violence against their subordinates and demanded money.

In addition, the brigade commander was reported on suspicion of abuse of office. It was established that in the fall of 2023, he involved four subordinates in the construction of his house in the Khmelnytskyi region, instead of their service in combat zones.

Archived video: General Kirillov, who was eliminated as a result of an explosion in Moscow today, speaks at a Russian Defense Ministry birfing about “combat mosquitoes” that were developed in the U.S. laboratories. According to his version, the Kakhovka HPP was blown up precisely to spread such mosquitoes.

According to the Ukrainian security services, Kirillov was involved in orders to use banned chemical weapons against the Ukrainian military.

The Russians have confirmed the death of the general and there is even video of the explosion. So I don't see why you are taking issue with the Kyiv Independent's reporting int this particular case.

That is like being voted the biggest kid in fat camp. It is an award but it is not one that anyone sane would want to win.

I'm not sure about the "sitting on the Ukrainian border" part... no NorKs have entered Ukraine, yet, I don't believe... which is what stops their entry from being an international incident.
