You need an entity that is happy to absorb the cost of the investment, who doesn’t have to justify it to shareholders, and who won’t see it as a white elephant in the future, but as an asset. That’s the government. State owned plants are more responsive to surges in need as well.

I mean, he's right. Ukraine definitely has the capability to build nukes. They still have plenty of old Soviet scientists who have the know-how.
In the long term, either the US/NATO guarantee Ukrainian national security, or they will have to develop nukes to deter further Russian aggression.

You realize the Russians would annihilate Ukraine to prevent that. The attempt to develop nukes would result in the destruction of an independent Ukraine.

1. No, they wouldn't, for the same reasons that they aren't nuking Ukraine right now.
2. Almost all counties that have developed nukes have done so secretly. Russia might not know until the nukes were already created.
Many US allies have not developed nukes, because they have trusted in the US and other allies for protection. If the US allows Russia to conquer Ukraine, you will see nations such as Japan, Korea, and Poland invest in nukes to protect themselves.
An isolationist United States will make for a much more dangerous world.

Seriously, what do you think Russia is doing now? They are out to destroy an independent Ukraine.
Short of using nukes and internal political restraints, Russia is doing all they can go right now. If they could do more they would.

This is the money quote from the last three years. If I'm Japan, Korea, Poland, and several other countries I'm starting a crash nuclear program Yesterday.
The BIden administration has given Ukraine just enough aid to keep from losing without giving them what they need to win. Trump would pull the rug completely, as well as pull out of NATO and SEATO if he can. And even if he loses, the isolationists aren't going away. They'll be back in four, eight, twelve years.The U.S has proven over and over that it's at best an unreliable partner.
