Ukraine doesn't have any mercenaries. Foreigners can go to Ukraine, and if they have desired skills and experience, sign a military contract with the Ukrainian DoD. At that point, the soldier is not a freelancer, but rather is sworn to fight for and defend Ukraine.
The US military also accepts non-citizens. In fact, military service is a way for those here illegally to gain citizenship. They are also not mercenaries.
When Wagner sends a group to Mali to kill villagers suspected of ties to rebels, those men are acting as mercenaries, as they have no loyalty to Mali, nor do they profess any.

SBU detains man suspected of spotting Kramatorsk attack

The Security Service of Ukraine (SBU) reported on June 28 that it detained an alleged Russian spy suspected of coordinating Russian fire in the attack on Kramatorsk's restaurant on June 27.
At least ten people were killed in the missile strike, Kramatorsk Mayor Oleksandr Vasyliev confirmed after another body was retrieved from the rubble, while 60 people were injured, according to the State Emergency Service.
The alleged spy, who confessed in a video shared on the SBU's Telegram account, will face a Ukrainian court, Vasyl Maliuk, the head of the SBU, wrote.
The agent, allegedly working for Russia's military intelligence agency GRU, was reportedly in charge of finding out whether the restaurant was working and whether it was busy. The restaurant was full of civilians at the time of the attack.
The agent allegedly recorded a video of the restaurant and sent it to a Russian missile unit that hit the venue soon after with what has been reported to be an Iskander ballistic missile.

There were certainly some uniformed soldiers in the restaurant and probably among the dead. But lots of people in the restaurant were not military. Among the dead were twin 14-year-old girls. A 2-year-old boy is in the hospital. I wonder if there was a high-value target was in the restaurant, because Russia is unlikely to use an Iskander just to kill a handful of troops.

There's some speculation that a Ukrainian sniper who was eating there was the target. He's quite popular in Reddit.
