The way he's eliminated potential rivals and surrounded himself with toadies, I lean toward dictator. OTOH he strikes me as not quite as rigidly obsessed as Putin, at least not yet.

UPDATE ON UKRAINE 13 June 2023
In recent months, Russia has highly likely worked to ensure its long-term, high-volume supply of one-way-attack uncrewed aerial vehicles (OWA-UAVs). By supplying these weapons, Iran continues to breach UN Security Council Resolution 2231.
Russia has likely moved from receiving small deliveries of Iranian OWA-UAVs by air transport, to larger consignments by ship from Iran via the Caspian Sea. This 'International North-South Transit Corridor' has assumed much more importance since the invasion. It allows Russia to access Asian markets - including arms transfers - in ways it hopes are less vulnerable to international sanctions.
Russia is also working to start domestic production of OWA-UAVs, almost certainly with Iranian assistance. Russia is highly likely investing in OWA-UAVs because it provides Russia with a relatively cheap long-range strike capability at a time when it has expended a large proportion of its cruise missile stocks in Ukraine.

Air Force: Ukraine downs 11 Russian missiles, 1 drone overnight
Ukraine’s air defenses shot down 11 out of 14 Kh-101/Kh-555 cruise missiles fired by Russian forces overnight, the Air Force reported on June 13.
Russia also launched up to four Iranian-made Shahed-136/131 drones, one of which was destroyed by Ukraine’s military, according to the report.
Russian missiles hit the city of Kryvyi Rih in Dnipropetrovsk Oblast, resulting in three civilians killed and 32 wounded, according to the regional governor.
A five-story residential building and several civilian infrastructure facilities were damaged in Kryvyi Rih, said Serhii Lysak.

There are three factors:
1) Sometimes, a residential building can house Ukrainian troops
2) Russian gets bad intel and mismanages it
3) Some of their missiles and/or targeting are inaccurate
After a number of strikes such as this, one eventually reads that there is a military target nearby -- sometimes the adjacent building.
Yes, Russia does not really care if they hit civilian buildings and kill innocent people. But most of the time, it's simply that Russia is bad at doing what it tries to do.
Look at how many times during the GWOT the US bombed an innocent civilian house due to bad intel or bad targeting, and then multiply that times ten because of how much Russia sucks at all of this.

The 47th mechanized has taken brutal criticism in the wake of the photos showing all the dead Bradleys and Leopards. The commander has a video response (with subtitles).
He says that they only lost five men that night. He says that they have destroyed 18 Russian tanks in the last few days, two TOS-1As, and so many BMPs and other vehicles that he can't keep up with the count.

EDIT: I decided to bold the "absolute BS" part. There is no evidence that Ukraine has advanced an inch towards Volnovakha -- that's just not the axis upon which Ukraine is attacking.
