Key Takeaways
Russian Defense Minister Sergei Shoigu claimed that the Russian defense industrial base (DIB) is increasing its production of precision missiles for use against Ukraine.
Shoigu likely seeks to deflect intensifying accusations that the Russian Ministry of Defense (MoD) cannot provide sufficient ammunition to Russian forces.
Russian reactions to a claimed strike against Ukrainian Territorial Defense Forces Commander Major General Ihor Tantsyura suggest Russian ultranationalists are attempting to frame any Russian operations as delaying potential Ukrainian counteroffensive actions.
The Kremlin reportedly distributed a new manual instructing Russian state media on how to cover an upcoming potential Ukrainian counteroffensive that, if real, indicates the Kremlin is setting informational conditions both for an effective Russian defense and to mitigate shocks in the Russian information space from Ukrainian successes.
UN member states, including key Russian partners like China, India, and Brazil, voted to adopt a resolution on April 26 that acknowledges Russia as the aggressor of the war in Ukraine.
Russian forces conducted limited ground attacks on the Kupyansk-Svatove-Kreminna line.
Russian forces made marginal gains near Bakhmut but did not advance within the city itself.
Russian forces continued limited offensive operations along the Avdiivka-Donetsk front, and Russian sources claimed that Ukrainian forces conducted limited and local counterattacks in the Avdiivka area.
Ukrainian forces continue to operate on and around islands in the Dnipro River delta in Kherson Oblast.
Russian government officials are continuing to introduce new social benefits to veterans and their families to incentivize further military recruitment efforts in Russia.
Likely Ukrainian partisans targeted an unspecified Zaporizhia Oblast occupation Ministry of Internal Affairs deputy head in Melitopol.

It's actually 5 miles the other way from the bridge, into Russia.

Colonel Douglas Macgregor goes over Putin's latest missile attack with Stephen Gardner that killed 1000 soldiers, wiped out tons of Ukraine ammunition for their spring offensive and destroyed close to 40 armored military vehicles. We discuss Scott Ritter info on the spring offensive and Ukraine losing 7 to 1 casualties.

INTELLIGENCE UPDATE
UPDATE ON UKRAINE 03 May 2023
On 28 April and 01 May 2023, Russia mounted air launched cruise missile (ALCM) strikes against Ukraine. These were the first such strikes for 50 days, with the last prior strikes occurring on 09 March 2023.
The latest strikes were conducted by Russian Long Range Aviation strategic bombers, both Tu-95 and Tu-160 aircraft, likely using Kh-101 and Kh-555 ALCMs.
Both strikes used smaller numbers of missiles than seen in previous attacks, which is likely due to Russian attempts to rebuild its ALCM stockpiles. The observed types of facilities damaged by the Russian strikes indicates a possible shift away from targeting Ukraine's electrical power network. Both recent strikes were likely focused on Ukraine's military, industrial and logistical infrastructure.

A new BBC article provides significant new evidence that points to Russia as blowing the Nord Stream pipelines.
quote:
Russian ships able to perform underwater operations were present near to where explosions later took place on the Nord Stream pipelines, according to an investigative documentary.
The vessels were reportedly located using intercepted Russian navy communications.
quote:
But one possible lead pointing towards Russian involvement has emerged from details of suspicious Russian ship movements in the run-up to the Nord Stream blasts, reported by four Nordic public broadcasters and an accompanying English-language podcast Cold Front.
quote:
The investigation by Denmark's DR, Norway's NRK, Sweden's SVT, and Finland's Yle focuses on the movements and actions of ships between June and September last year which they describe as highly unusual.
quote:
The ships are believed to include the Russian naval research vessel Sibiryakov, the tugboat SB-123, and a third ship from the Russian naval fleet that the media outlets have not been able to identify by name.
These were so-called "ghost-ships", which had their transmitters turned off. The broadcasters, however, say they were able to track their movements, using intercepted radio communications the vessels sent to Russian naval bases.
The first vessel departed from a Russian naval base in Kaliningrad before arriving near the pipeline on 7 June.
One radio message places it directly above Nord Stream 2 before moving further north, close to the Nord Stream 1 pipelines, spending hours in the area where the pipeline runs about 80m (260ft) below the surface and where some of the leaks would later occur.
The Sibiryakov arrived on 14 June and went to the same position as the first vessel, close to Nord Stream, and remained there until the next day.
The movements were tracked by a former British naval intelligence officer, who worked on interception of the Russian Baltic Fleet until he retired in 2018. The anonymous officer says he used open-source information and radio communications to carry out his research.
He says the pattern of radio communications in June indicated they were in an "operational phase" at some points.
The tugboat, the SB-123, sailed out to the area on the evening of 21 September. The broadcasters say they intercepted communications that suggest it was operating close to the pipelines and the areas of the explosion from late that evening until around 14:00 on 22 September.
quote:
The Sibiryakov is believed to be capable of underwater surveillance and mapping as well as launching a small underwater vehicle. It can be used to support and rescue submarines and has the ability to carry out operations on the seabed, according to experts interviewed by the broadcasters.

Great news for EU production of artillery shells for Ukraine:
Politico
EDIT: The "ASAP" act has passed. Here's the press release: LINK
Politico
quote:
BRETON UNVEILS PLAN TO BOOST DEFENSE INDUSTRY: Single Market Commissioner Thierry Breton will today unveil a plan to mobilize the EU budget to ramp up the production of missiles and ammo.
The acronym you’ve been waiting for: The Act in Support of Ammunition Production (ASAP) will pour some €500 million from the EU budget into European shell factories to boost weapons manufacturing.
This is big: In a major novelty with potentially much wider fire-power, the act will also allow EU countries to redirect cohesion and recovery funds into their defense industry, according to Breton. “I am confident that within 12 months, we will be able to increase our production capacity to 1 million rounds of ammunition per year in Europe,” Breton told Playbook in an interview last night.
Context: Today’s proposal is “Track 3” of the EU’s three-pronged approach — first scooped in Playbook in March — to help meet Ukraine’s longer-term defense needs in the face of the Russian invasion. It follows Tracks 1 and 2, which partially reimburse EU countries for sending ammo to Ukraine out of their existing stockpiles, and for common procurement of new supplies.
quote:
Will €500M be enough? “The amounts that are here are clearly sufficient to achieve this objective,” Breton said, arguing that “one of the great findings” of his defense tour around EU production sites was that European companies — particularly in the east — already have the infrastructure required to make vast amounts of large ammunition.
What’s the money for? It’ll “mostly” be used to “increase production capacity” and finance “re-fittings” of old ammunition, as well as an incentive to prioritize shipments to Ukraine over other contracts.
But there’s more: “In addition to the direct budget, we are also freeing up funding from the cohesion funds,” said Breton, “and also the RRF [Recovery and Resilience Facility funds] for those member states that wish to co-finance their defense industry.” This, Breton argued “will hopefully re-trigger access to private financing, either via the European Investment Bank, or from [private] banks.”
The tracks will be linked: Companies that commit to supplying new ammo by signing joint procurement contracts will get preferential treatment in Track 3 to boost their production, Breton said.
Dawn of a new era: “We are now starting to bring our defense industry into areas of priority and resilience, for our autonomy, for our protection.”

I wonder if it would even make sense as a false flag. What the attack does is signal to every single Russian that they are not safe in this war.
I don't think that this benefits Russia.
