On 24 October 2022, Russian Prime Minister Mikhail Mishustin said that Moscow Mayor Sergey Sobyanin will coordinate the 'development of security measures' in Russia's regions. This followed Russian President Vladimir Putin's decree introducing a new regimen of security alert levels.
This measure is likely to lead to a closer interlinking of regional governors into Russia's national security system. It is a further measure to organise society as Russia's war against Ukraine continues to be under pressure.
The greater involvement of regional officials is likely at least partially designed to deflect public criticism away from the national leadership. The Kremlin pursued a similar approach during the COVID-19 crisis. However, it will likely make it more difficult for the Kremlin to insulate Russian society from the effects of the 'special military operation' in Ukraine.

Ukraine’s Armed Forces shoot down 18 out of 20 kamikaze drones in past day – Zaluzhnyi
The Armed Forces of Ukraine have destroyed 18 Shahed-136 kamikaze drones in the past 24 hours.
"In the past day, the forces and means of air defense destroyed 18 out of 20 Shahed-136 UAVs, which were used against the critical infrastructure of our state," Commander-in-Chief of the Armed Forces of Ukraine Valerii Zaluzhnyi wrote on Telegram.

Governor: Ukraine destroys Russian barracks in Luhansk Oblast, at least 10 officers killed

Nearly 60 Russian military personnel, including at least 10 officers, were killed after Ukraine attacked the barracks near the occupied village of Korzhove, Luhansk Oblast Governor Serhii Haidai reported on Oct. 27.
After separate strikes in Luhansk Oblast, about 100 wounded Russian soldiers were brought to Holubivka on Oct. 24-25, according to Haidai.
On Oct. 25, Haidai said Ukraine had liberated three more settlements in Luhansk Oblast but didn't specify their names.

That’s a really good question… because Putin has escalated the conflict (through annexation and mobilization), he has to maintain his maximalist goals.

Over the last two weeks the change has been an attempt to push propaganda narratives, such as the “dirty bomb” story and the “Putin wants to negotiate peace” story and the “bomb shelters in Moscow” story to try to deflect from the objective fact that Russia is throwing more and more resources at the invade and conquer operation. I expect an endless stream of bullshite out of Russia along this vein. Russia hasn’t taken an actual step to try to end the war, and it appears as though they have no intention of doing so.

Certainly looks like two of the largest too, although your graphic isn’t 25 years worth. He inherited the 2017 budget and from there it increased annually to the two highest amounts in your graphic. More importantly was what it was spent on, attempting to undo Obama’s eroding of the navy for example.
