Yes, that very believable story is what Ukraine is saying because they understandably don't want to admit that SBU headquarters was hit by a Russian missile.

I do think that ISW is correct that this is about giving ordinary Russians the sense that "Yeah, we're wrecking shite all over Ukraine and kicking their butts." It definitely serves to stabilize domestic political opinion.
But the other factor is that it's soon going to be very hard for Russia to do this. Again, the first IRIS-T system from Germany was delivered today, and there will be three more coming. The US announced today that it is accelerating the delivery of the first two NASMAS systems to Ukraine, and there will be another six of those coming as well.
The combination of the IRIS-T and NASAMS systems, along with the Gepards, various MANPADS, new US anti-drone weapons, and Ukraine's older Buks and S-300s, means that Ukraine will soon have what will be one of the world's finest air defenses.
Very soon, Russia simply won't be able to do what it's done the last few days. Some of the very few Kinzhal missiles that Russia has might get through, but cruise missiles will not. Drones will not. S-300s fired at Mykolaiv will not.
So, it makes sense for Russia to fire what it's got while it can.
